What if you didn’t put the overlapping jobs on your resume? Just put one of the two
but with the Work Number, it tells them everything they need to know. I listed one job on the resume but the investigator went through the work number and questioned other jobs and the timeframe even it wasn't listed on my resume.

Seems as though a valued candidate would be given the opportunity to explain the overlap, and nobody has an offer rescinded due to a typo on their resume. What is the real reason that the over was rescinded? Were you working two jobs without permission?
Tell them you had to work two jobs to help pay off debt and take care of family. That’s normally why someone would work two jobs at the same time 👩🏽💻
In which industry did you work, and what two roles did you perform?

If nothing says you can’t, what’s the issue. Companies can say: no outside business activity in their policy.
Were the two jobs contracts or permanent positions?
No company is going to hire someone who worked two permanent positions. Why would they? If these were contract positions that’s different.
Did you knowingly violate your employment contract?
Can you get a copy of the background check from the company that rescinded so you can see exactly what they see? And what other firms are going to see in the future?
Each of the following questions impacts how you frame this going forward:
1) How long did they overlap?
2) Was one full time and another part time?
3) If one was part time, how many hours a week was it? Was it ad hoc or set hours? Was it a contract?
4) Did one or both jobs know you had another job?
5) Did either job have “no other jobs allowed” policies?
6) Is one your current job? Or was this several jobs ago?
7) Did a former colleague call you to help at another firm with an urgent/special situation?
8) Do you have a special/rare certificate or experience that is really hard for the market to find?
9) Did one job cut your hours? Pay rate? And this contributed to you taking the second job?
10) Was it during Covid?
11) Be honest, did you screw both of them and not actually work the hours you were supposed to each week?
12) What shift was each role? Ex day, 2nd, evening and overnight
13) Are both companies still in business?
