Why do HR recruiters from agencies bring up salary expectations in an initial screening interview before there is even an offer on the table? I’ve now had this happen twice and it’s a bit off-putting

I have cleared all the interviews for Walmart and salary negotiations are also done. A month ago the recruiter said that they are waiting on some approvals and once it is done we will be issuing the offer letter but I haven't heard back any other update since then. Am I getting rejected or is it normal to be on hold without any update for a month at this stage?

I’m in the middle of an interview process for a senior consultant position at a top 10 consulting firm. I just got offered a promotion to engagement lead at my current consulting firm and a significant comp raise. I’m still interested in continuing the interview process, but the original salary range I gave to the recruiter is now lower than my new salary post-promotion, and I’m now in a higher position than im interviewing for. I received an offer letter from Workday for a role I didn’t apply for. I interviewed and they said I still qualify for the SMB role, but they liked me so much they wanted to offer me a mid-enterprise role. I obviously jumped at the opportunity! I am currently serving my notice period at PwC AC. They had given out a retention bonus in march with the clause to return it in full if an employee leaves the firm any time before march 2023. Tax was deducted when the bonus was paid out but as per the HR the tax will not be adjusted when I pay back the entire amount.
