I have 15+ yoe in US and international healthcare (clinical ops, mgmt, prod imp, apms), 10+ of which have been in non-trad consulting roles. I don’t have a masters but am applying now. I’ve been contracting on a number of fed projects for BAH with VA, HHS, etc for 5 years as SME/imp spec.

Imp? Not sure, but the healthcare account doesn’t really earn much revenue comparatively so I would say it depends on if you have anything elsewhere to compare it to

I have 4+ years of experience at EY as a Product Manager mainly in healthcare / pharma. My base salary is 145k in a HCOL. 140k seems low based on your YOE.
My girlfriend use to work at Booz Allen - anything in federal is going to pay significantly less then corporate (she experienced a significant pay bump when she switched), the benefits were lack luster regardless.

Our health account doesn’t quite pay what the defense account does, mostly because the S/TS/SCI clearances boost pay a bit.

It’s not low depending on the job family and what your contract can afford and where you are located. Associate salaries vary widely across the firm.

You can’t negotiate benefits at Booz Allen; they are fixed. We generally prefer to offer salary over signing bonuses (which serves you better in the long run) but signing bonuses vary from account to account and then by job family groupings; at various times leadership may pause bonuses or increase them in a certain area to attract certain types of candidates. Salary is really the only lever you can play with. But that said, the firm’s preference is to have one best and final offer and not negotiate or counter. They want to know your expectation in the screen, and if they can meet it, that’s what they’ll offer you. If they can’t meet it, they generally won’t even interview.
Offer sounds spot on. Echo others better to come on at Associate than Lead.
Associate is technically "Lead Scientist" but if you want higher pay you'd want to switch into Global Defense Sector with a T.S. clearance.
My friend is an Associate and he is at 160K doing Health consulting for the DoD, but again that is the Defense accounts not the Healthcare accounts.
But I've seen people switch accounts for various reasons.
