First you have to decide if there's a universe where you'd ever actually take that number. It sounds like no and that this job isn't worth it for that number. In that case, you send your recruiter back to the employer, and if you're comfortable you might ask for a direct call yourself with the new employer.
The recruiter is from the employer. I am confused because the offered base salary is higher but the year end bonus (fixed based on company’s performance) at my place makes my annual salary higher.

I would think through whether you’d take the offer and then go from there. I would assume it’s actually non negotiable but maybe you can negotiate other things like relocating / home office / etc, but if what they’re offering is a non starter I think that’s your answer
You've been outflanked . They know everything about your intentions without setting foot in the room .... You only discuss compensation with people who can move it.
Their job is to get you as cheap as possible. They will look at past salaries if you unfortunately gave them that info so they can corral you into their salary classifications. Having been in the same boat a few times take these points to heart:
You wouldn't get the interview if you weren't fully qualified.
You are being hired to fill a slot and if the recruiter slipped and told you you were the best candidate so far, that's a bargaining chip.
Find out what the top salary range for the position is. You're probably being offered right in the middle with promises or inferences to possible salary advancement in the future, which generally will never happen. Go for the top.
Get your benefits right away. That's generally very negotiable. Health and retirement funds now. You're not a rookie.
Be rather bold about it. You don't get what you deserve... you get what you negotiate. If they don't like your bold approach that you naturally have then maybe it's not the right place.
This is a mutual contract you are entering into so make sure it's a win win for both of you, otherwise have the gumption to pleasantly walk away.

I had to walk away from the offer. Financially it was not even break even. And the recuirter was not willing to negotiate at all.
