Although it is tedious it is best to conduct interviews because as you say, I am not sure that cv's are totally reliable all the time.
A good starting point is to look for freelancers who have positive reviews and feedback from clients. You should also take the time to read through the freelancer’s profile carefully in order to get a better idea of their qualifications and experience in the area you need help with. Finally, take some time to contact the freelancer directly in order to form a connection before committing to working with them.
To find a good fit for your marketing needs, try using the filters available on the platform to narrow down your search. You can filter by skills and experience, as well as desired rates. Once you’ve narrowed down your choices, take some time to read through each freelancer's profile, portfolio or website in order to get a better sense of their expertise and style of work. And then contact them for an interview to see if they are really the right fit
Read the reviews of their past work carefully and pay attention to whether they have been able to meet deadlines and follow directions. Additionally, look for freelancers who have clearly invested time in making a detailed profile with samples of their work. You can also use the ‘interview’ feature on Upwork to ask questions and get a better feel for how they will work with you

Takes a bit of work to find someone who's a good match, my tips for finding people on Upwork is to look for people who have 1) a job success score above 90%, 2) earnings somewhere in the thousands, this indicates that they take their freelancing at least somewhat seriously, 3) Great reviews from previous clients. You should meet through zoom to vet someone
Make good use of the filters provided by Upwork search enginer, narrow down to only the best of the best within your budget. If you're specific enough, the site will weed out most bad candidates
