Mental health is important and I think it is essential to know the root of the problem. If your coworker is dealing with issues that are preventing them from concentrating on their work and is putting their health at risk, I think that should be a priority for you as a company.
Do her struggles include work stress? What can you do to make the job more positive for everyone? Do you feel the PTO you currently offer is reasonable for a good work-life balance?
I think it's time for the agency to invest a little in the mental health of its workers.
