I would make sure they put it in writing or I don't know that I would accept it. That sounds like too many red flags at once.
Push back and ask for an explanation why it is different from what was verbally agreed, you can say this was surprising to you.
Upcoming salary review is not relevant to the amount being different.
It is a red flag if they can’t give a reasonable explanation.
You may then have to consider if you will accept the lower amount, or reject it.

it depends on what options you have, if this is your best option, and if you like the job, take it, but you will get stuck at this rate for years, nothing will happen in 6 months
I strongly agree! I had this happen to me in the past. I took the job, and nothing happened 6 months after. Just excuses as to why they could not do it, even though I had proven myself.... Since nothing was in writing, the only thing I could do was look for a better and more honest employer. Lesson learned!

They only need you for 6 months.
Verbally how and when? When you got the job and they told you the amount ? Or you told them what you need and they acknowledged?
Everything should be discussed and agreed formally in the offer and contract to be signed by both parties and endorsed by ministry of labor
