I shared with my Director that in order to do both the operational and strategic work to the extent she expects, I need some help. She basically said, "That's a you problem." If I think I need help it means I'm not doing my job properly and need to "reflect on my processes." How do I even respond to that?

I guess two things:
1. Reflect on your processes and see if you’re spending time on things that aren’t actually related to your current role. If so, figure out how to jettison those things
2. If that’s not the case, start looking around for other opportunities. Once you go they’ll hire two people to do your current work

One of the reasons I want to transition from industry to consulting (tier 1) is that I get frustrated when I have to collaborate with mediocre people. My assumption is that Tier 1 consulting firms hire really sharp people and if I can get in, I’ll be collaborating with folks on top of their game (not expecting much from clients). I have been talking to a recruiter for a little over a month about a position.
