Why not do both? Many recruiters aren't super motivated to refer specific people, they just want to fill the job. And some companies don't really put much value in employee referrals. You might as well go both routes and see which one works.

In my experience (I’ve worked at 8 firms in 20 years through acquisitions) companies prefer the employee referral bonus as it’s a fraction of external recruiter fees.
When we have similar candidates we always consider the cost to hire.

I always value employee referrals more. Both a recommendation from someone I know is 100% more meaningful to me. And I’d definitely prefer not pay the fee.
And once you give resume to the recruiter I’m pretty locked in to having to pay the fee even if it also comes through an internal recruiter. I hate that.

Sometimes employees get paid for referrals
Unless the employee is going to do the extra work and reach out to the hiring manager/recruiter and make a warm introduction, go with the head hunter.
