I was offered a base salary of x. I responded that the market range is x - 5k ~ x + 15k, would it be possible to raise x to x + 15k given that I am a top candidate? The HR manager instantly replied that she can do x + 5k. But x + 15k seems very challenging that she needs to discuss with hiring manager and get back to me soon. Given x+15k is within range and I am a top candidate (which she agrees), does she really need to discuss with hiring manager?

If she didn't need to, she wouldn't. The fact it's within range for the market doesn't necessarily mean it's within the company's range. It sounds like she only had approval for up to x + 5k.

HR manager probably has a salary range to work with, and the $5k puts you at the tip of the approved range. The hiring manager has accountability for the actual budget for their teams and may have levers to pull and/or additional approving authority.

Just to share that I end up getting a base salary of x + 10k, which is close to the upper side of the market range. This confirms the tip that one should always negotiate salary. I've accepted the offer.

Started a new job a year ago, high performer. My manager suggested a promotion to Product Manager since that‘s the work I’m doing, but that would be a 50% raise. Higher ups decided instead to make a “new role” (not PM), that has no analog in the company and is hard to price via Glassdoor, etc. I feel like this is to limit my promotion salary to something like 10% from where it currently is. I’m currently in a lease admin type role, in commercial real estate. I make a base salary of $50.5K with about $9k in bonuses. I’ve continuously received 7-10% raises over the last 3 years. This was a little bit expected, as the role is requiring a few years less experience than I have and also in a much cheaper market. Hey fishes, recently got an offer of 245k plus a bonus, but no specificity and at least 3% cost of living annual raise. I’ve been verbally offered a position at a new company, but the recruiter insists on getting a verbal acceptance before sending the offer in writing. This person insists on negotiating salary before sending the paperwork. Generic benefits, RSUs, bonus info have been provided; it’s all unofficial.
