I’m in Business Strategy and my background is implementation at a consulting partner. You are still billable in a lot of the strategy roles, and hands-on implementation experience is extremely valuable

1. None of what you just described isn't "business strategy", billable or otherwise. Some of that could be argued as "tech strategy", but parts aren't even that.
2. Are you talking about the Enterprise Architect team? If not, what title(s) specifically are you referencing? I worked at Salesforce for years as a PA/TA for the record. Business Architects used to in theory do some of that, but they got rid of the role because they couldn't sell it and most of the people were too junior/just ended up doing BA work. I have not encountered anyone while there, or while working for partners and clients before and since, that was staffed to focus on those types of things who worked for Salesforce, not that I can claim to be aware of every role that has ever existed there.

3. Sales strategy not doable unless you have relevant sales experience (I.e. carrying a bag)

Depends on what kind of role. Salesforce likes everyone billable to have admin, advanced, app builder, sales cloud, and service cloud, and be ranger status on Trailhead. TA's are encouraged to complete Application and System Architect designations + 1 specialty (think CPQ, Marketing, analytics, etc). It's not so much a "number" as much as it's how the certs compliment/affirm your experience, and what the specific role needs.
