Deloitte experienced hires, who all received written offers and in process of visa/ onboarding, have you heard back anything about hiring freeze? Or recruiter asked you to delay joining date?

D2, I did negotiate the compensation that I want. I can still ask to see if I'll get a raise during the next cycle or if I'll have to wait a whole year+.
Getting the comp you want when you start and asking about scheduled raises are two independent things. Have you seen the economy lately with inflation and rising COL across the entire US? Not sure what about my original post rubbed you the wrong way into thinking that I'm some greedy entitled hire that wants something for nothing.
Anyways, good on folks like D4 who actually answered the question without getting emotional or missing the point.
you will be eligible for raises if you join before cutoff date for 2023. I think cutoff date is somewhere in Jan/Feb

Performance year ends on January 7. Very doubtful that OP will get a comp adjustment based on less than 2 months of work.
I joined 12/2021, and I got a raise 06/2022.
Same except Feb 22
Joined Jan 2022, got a raise and bonus June 2022.
Deloitte performance year changed recently, ends Jan 1st week. Not sure of the cut off date for new hires but I am guessing it’s cutting close.
Assuming the person is in the US, many other member firms still use 31 May as the year end date

Can I just say...giving bonuses to people who have been at the firm less than 2 months seems mostly ridiculous to me? What did you do in 2 months to deserve a bonus? Or a raise?

Yes, you will. I joined same time last year and got a raise and bonus. They weren’t spectacular, but still meaningful.
