I've always had the impression that recruiters and hiring managers look favorably on people who engage in continuing ed. I wouldn't think it would be seen as restlessness, unless perhaps someone was getting certifications in completely unrelated fields. If it's a skill that would be relevant to the job, that has to be seen as a benefit.
Recruiters usually see continuous education and certifications as a positive sign — as long as they are relevant to your career goal , not random.
