Agree with AD1. Just ask how they feel the culture has changed since the rebrand or ask how they think the rebrand has impacted the agency overall. No need to disclose the fact that they had shit reviews, they definitely know.
I wouldn't directly bring it up. It's off-putting and will make them defensive. Ask how culture has been dive the rebranding instead. In a friendly, inquisitive voice.
I'd bring it up. Give them a chance to explain themselves, and their response will help inform your decision about whether to take the job, if it is offered to you.
Bring it up and ask for some changes they may have made based on the last agency's...feedback from employees. Two years of rebranding won't change a thing in advertising though so good luck.

I'd rather not say cause I'm interviewing in a day or two. I just want them to be straight with me in terms of expectations. I realize they might lie or embellish things but I really don't want to get into another shitty position.

OK, I did not mean to start you with my questiin. Just keep in mind that it is true to pretty much all small agrncies:

Weak benefits
Less syndicated tools
Bring it up subtly.
Totally disagree here. Definitely bring it up to protect yourself from a bad experience. You'll do yourself wayyy more harm by looking the other way or asking lightweight questions about culture. Unless you REALLY need this particular job, be real in the interview and don't be afraid to walk away if they can't assure you of a better culture post-rebrand. Gotta stand up for yourself! Having said that, a more subtle/respectful way of asking is by asking something like, "why is this position open now, and what traits made the last person in this role either successful or unsuccessful?" Or "what are some of the personal interests/hobbies of your colleagues?" (If they don't know anything about the non-working lives of their employees that's a bad sign). Good luck!
