Just use your relatives address in Tx.
Put “open to relocation” at top of your resume
I had gotten a job in Texas back when I lived in Connecticut. I had to move as I had just gotten married and my wife was studying there. I just put my wife's Texas address and mentioned I have family there and in the process of moving when the topic came up. Didn't ask for relocation expenses or anything.
In the section where you list your personal info, consider putting either city/state or city-state/ZIP (only if the ZIP code serves you).
If I were in your shoes, I would just put the location I anticipate living in to give myself a fighting chance. Once you’re in the room with a human, you can easily explain you’re in the process of moving or just recently moved. Don’t give ATS the opportunity to screen you out based on California being your current location.

I always put in my cover letter that I was willing to relocate and that seemed to help. You could also take your location or address off your resume and then that will cause them to inquire about it.
I don’t include company locations, so that’s definitely an option if you feel like that’s an issue. Benefit of the doubt, recruiters probably run into people mass applying and think that is the issue here. Much easier to explain once you get in front of somebody.
