Don’t bring it up. Get your foot in the door and then it should be easier from there.
Why would a hiring manager hire you if they know you’re looking to exit ASAP?
Wouldn't bring it up at all. When you interview, it's normally for a job- not a company. No manager is going to want to take the time to get you up to speed, just to see you leave.
Wouldn’t count on a transfer opportunity unless they make that clear before the interview. Better to be direct and just go for the position you want right off the bat.
A lot of companies also have internal transfer policies (like 6 mo or 1 year in role). Politics can get almost as bad as PA transfers.
