Does receiving a ‘Does Not Meet Expectations’ on year-end review with no other next steps - In this environment - basically mean I’m on the chopping block? Should I start job hunting?

l interviewed for Deloitte (India not USI) in January, and accepted an offer letter with DOJ of 25th April, later HR asked me to join on 11th April for which I agreed. Now I haven't received the revised offer letter or any links other than BGV and Pre-Hire form from Deloitte and now the HR is not even picking my calls or responding to emails.

Any advice on what to do?

Currently at BNY Mellon with 10 YOE, specifically in Corporate Trust working CLO/CDO’s (first job out of college). I’ve moved around within the bank a few times but I’m just not happy here nor am I where I want to be in terms of comp . I want to pivot into something else but I have no clue what skills I could transfer elsewhere as what we do is so niche. I have 32k miles with THY that are about to expire. Normally I'd go ahead and book a flight, but I can't project which countries might be locked down again 5-6 months from now (haven't accrued enough PTO to travel in near future).
