Is a walking deck beneficial for an interview? Does it make you look better than candidates who don’t have one?

I recently interviewed with Natwest and I got confirmation that they wanted to offer a role. Salary negotiations were started. However, now I got an email from the hiring manager that hiring for my role has been paused due to the ongoing cost of living crisis. He expects to resume the hiring for the role in Q1 '23 and would resume the process then. So is it the end? Honestly, I don't expect him to come back. But what do you think?

The VP calls me to tell me I didn’t get position however he wants me to re apply in new year that something else will be open, and that he wanted to keep a copy of my resume what does this mean ? Why is education deemed more valuable on a pay scale than experience? Employers will pay someone with a degree and no experience a greater salary, than someone who has exhibited the experience. Understanding that the degreed person committed to school and finished, yet that doesn't diminish what the not degreed has committed to and accomplished in their careers. This has to stop!
