Bajaj finance is extending an offer to me for Pune location of 16 LPA fixed. My current fixed is 11 LPA. Is this offer good enough ?

If you position yourself right, maybe. Even people with only digital experience have often done video or print as pre-roll or still social posts, so they technically have that down. Also, I’m sure at least a few in-house places are specifically looking for seniors with extensive digital backgrounds. It’s 2018, after all.
If that’s the problem you’re running into most consistently, I’d put any video work you’ve done front and center to head that concern off at the pass. Good luck!

Depends on the role...It's not, "oh you haven't done tv, byeee" it's if you're Senior or ACD level and you've never been on a shoot for anything bigger than a stop motion social post (for example). Usually a CD hiring manager needs help and doesn't have time (and the agency doesn't have money to send you both) to go on a shoot with you to teach you. They need that level to jump in with zero hand-holding, take charge and guide the team and possibly the client, at a shoot.
