Is it true that HR hire multiple people for same position just to have them as backup in case somebody back-out?

I'm the hiring mgr for designers in my org. I recently discovered pay band information given to me by the HR generalist I'm working with on hiring was outdated and updated bands had been released over the summer (prior to my hire date). The outdated information had led me to believe a prime candidate was out of range. Aside from incompetence, can anyone think of a reason why HR might have withheld information about the pay bands? I assume mgrs see the full monty when it comes to pay...right?

I’m currently in a lease admin type role, in commercial real estate. I make a base salary of $50.5K with about $9k in bonuses. I’ve continuously received 7-10% raises over the last 3 years. I anticipate getting a promotion this year and would like to get closer to $60k for my base salary. I’m the only person in my role at the company and have been a key person in developing our team as we look to expand. Is this unreasonable? Is there a normal increase given with promotions? 1. What if you are given a testing role.
2. What if your deadlines are not met till Friday and there is a deployment in the weekend.
