Unlike GS, military can’t jump jobs to bump their pay scale, they deploy overseas, they often have little control over their lives or professional paths, and they have an up or out culture that can spit you out with little recourse. Those are some downsides that the military makes up for with some higher inflation adjusted pay raises.
This is a huge reason why so many of us contractors and it’s a huge reason why there is such a talent shortage amongst feds compared to contractors.

Federal pay has been broken for decades.
FEPCA was supposed to fix it, but it has never been implemented despite being passed in 1990.
The only part of the government republicans actually enjoy funding is the military. So when the two parties are trying to actually fund stuff, military is one of the few things that actually gets through without too much debate
If certain people get there way you will be simply happy to have a job.
