I'm currently having an offer from BlueOptima and Cohesity and am conflicted between the two.
I have offers in the SDET profile.
Cohesity Inc is providing me MTS and @BlueOptima is providing SDET-1.
Glassdoor reviews more of less place the two companies almost equally, and the package being offered by the two is almost in the same range.
My preferences include:
Learning opportunities in the role.
Company's work environment.
Company's growth prospects, are also a consideration.

The referral ones I'd want to look into more if possible. Can you ask your referrer to get feedback from HR?
The other two I wouldn't worry about. Applying online is a crapshoot and I'm happy if my non-referral online apps result in interviews like 10% of the time
True - and the two without a referral were for MBB so I knew those were a stretch. Hopefully I can find some helpful information

Booz Allen Hamilton?
IBM public sector?
Those are some of the major government consulting firms
Also note almost every major consulting firm has hiring freezes right now so it may be a while before they contact you back

Waiting to hear from three other companies. I'm at a loss. Is this a high number of rejections? Several have reviewed my resume and said it shows great experience. And I'm not applying to jobs out of my reach, that I know of. I've worked with my referrals to identify the best position to go for.
I've been told I'm a very high performer. I have always been 100% utilized, never on the bench my four years.
Any thoughts on what is going on?

Imho that's not a very high number of jobs. Every job you apply for probably has ~100 other applicants, maybe significantly more - especially now.
Even if you're a good applicant, competition is stiff. Referrals often don't mean much unless they come from someone close to the hiring manager. Make sure you're applying to roles where you're a good match (doesn't mean you can't also apply to stretch roles) and have someone look through your resume with you bullet by bullet. Keep at it until you get what you want. But repeated rejection is just part of the process, unfortunately. Don't let that worry you. You know your value and what you're capable of more than any recruiter or interviewer so don't let any rejections make you feel like you're overestimating yourself. You just need to keep at it and continue to think about how you can communicate your story and value even better.
