If you jump, plan on spending some real time at your next gig. One job with under a year of commitment and I'm willing to chalk it up to a bad fit. If I see a pattern of less than 2 years, I expect that you won't be around long enough to really add value and I move on to the next candidate.

4 months straight from uni, doesn't look like you're giving this role a chance at all. Have you spoken to your line manager about taking on more challenging projects, or about your short and long term goals? Doesn't look good on a CV with such a short stint.

Seriously, relax. It's only been 4 months. Enjoy this less laborious time while you can. In some client industries summertime is a slow oeriod. Maybe you're in between launches, so there's naturally less to do.
First, even before looking for another job, you should have a discussion with your career manager (whoever you report to). Talk about other opportunities where you can earn and provide support, because maybe your manager doesn't think you have the interest in or capability of doing/learning more. In the end, it's up to you to determine your own happiness. But if you aren't doing everything in your power to eek what you can with what you currently have, that's partially on you.
If you feel that we are not learning anything new and not acquiring any new skills, you should start looking.
