Yes, it's still a thing. I'm on about the same job-change cadence as you and it's definitely been a concern with some hiring managers I've interviewed with. It's a tough situation because this isn't the old days where people spent 5, 10, 20 years at the same company. A number of my job changes weren't even my doing, they were due to layoffs.
I’ll go against the grain and say that it doesn’t matter much in tech. As long as there’s a clear story of growth and an upward trajectory.
18-24 months isn't something I'd be concerned about. Having just hired for two positions, it's only a red flag if it was less than 12 months in a position.
