Not at ICF, but which firms are you comparing yourself to? Respectfully, ICF is more contracting than consulting- cost effective play. Spending 30 seconds on Glassdoor seems like bonuses are only a few points for junior staff, and even with seniority most of your compensation is base salary. If you’re looking at other firms try Booz Allen, Capco, Wipro, etc

Historically at ICF you won't see much of a bonus until you hit a certain level and become eligible for the various incentive programs, which involve a combination of RSUs and cash that gets bigger the higher the level goes. But you do need to usually be in a very key role or more senior to get the bonuses. They even removed spot bonuses and replaced with the YouMatter points.
You can also earn sales bonuses if you bring in a deal which is a certain percentage of the deal. I think anyone is eligible and there's info in the handbook about it.
Been with ICF for 3 years now. The only thing you get below Director level is a merit increase (x % of your base pay) which makes your annual salary for next year. For example, if you’re at 100k and get 5% merit increase your base salary next year will be 105k. Hope this helps!
I interviewed at ICF and the recruiter herself told me to ask for decent base coz the bonuses are nominal at best
I'd focus on your total comp rather than just wanting a bonus. Everywhere I've worked before ICF I got a small salary and a 10-15% bonus, which could be held back when the economy was down, etc. I was glad to go to ICF where I got the equivalent of base+bonus without it being so easy for the company to claw back.
