I've only ever taught in Utah and I think its an A- . Pay isnt the best but I do feel good support, love my coworkers, and generally I don't feel that I'm drowning in bureaucracy.
Not bad
ND gets a A. Supportive of education, discipline is still allowed, Specials like music, PE, and art are still part of curriculum. Pay is ehh but cost of living is low.

Could you clarify what exactly you would like people to grade?
Teaching experience, support for teaching, etc....
It's always easier to grade with a rubric 😉

In that case, I give Illinois a solid B, simply from the perspective of the average experience of a teacher. Obviously it could vary by district.
I would have said A before we added Tier 2 to our pension system, and I would bump it back to an A if we ever improve Tier 2, but overall it's a good state for teachers.
Strong Union presence leads to better average salaries than other states, and the defined benefit pension is great for people in Tier 1 like me.
Sadly, I'm not sure an S/ A+ exists in our country.
