When I moved from east coast to west coast, they gave me $10k lump sum and moving was entirely carried out by the pharma. No bills came to me. If you don’t have lots of things to move, $3.5K cash option is good, otherwise go with the moving service. Since this sounds like a temporary position, I do not think you have an edge like FTEs when it comes to compensation / benefits negotiations.
No harm in asking. If luck is on your side, you may be able to pull off something nice. Go for it!

Relocation pkg should be negotiable, but it depends on the title/role and location. If they r only willing to do moving+lump sum, i would ask for rental assistance as well
Moving will cost less than 3K if you are single, but the rent in the bay area would be much more expensive than Midwest.
