I'd look at MITRE or any of the other FFRDCs who do health work, as well as HJF. If you're currently a 14 or 15, I doubt you'll be able to find anything better than you have now.
MITRE pays me about 50% more than my gs14 counterparts. This isn’t hyperbole
I second Deloitte. We do a ton of work with CDC and like to hire former feds to flip the badge - also big on hiring former military.
In terms of level, it’ll depend on your current role. Division Director or higher have a higher likelihood of Specialist Leader, below that might be Specialist Master - would depend on your interviews and ability to bring in new work.
Yep, those are the equivalent levels. Given your extensive experience I’d expect they would want you to go down the Specialist track rather than Traditional track.

In all seriousness, my first recommendation is to check out the Vault Consulting Rankings for Healthcare consulting — pay no mind to the actual #’s, it’s a useful guide to get an idea of which big / medium sized firms have strong experience in that subject area. After this I’d recommend segmenting between operational / strategy roles (e.g. project manager, biz strategy associate, etc.) and expertise-relevant roles (regulatory affairs, Ecosystem Partnerships, etc - don’t know that space incredibly well). Focus on pharma, healthcare, biotech, life sciences — those areas will appreciate your experience and “know what” the most, it’s up to you to gain the “know how” if you feel you don’t have the exact experience in the role. Your highest value will be in bus development. Connecting a fed consulting firm with the people you know in your client space, helping them brand themselves, carve their niche, make a case for sole source awards where they make sense, etc. To the extent you can connect them to the “people to know” and I mean really do that in the above board way it’s supposed to be done according to the FAR, it’s a win win win for you and your post-Fed career, for the firm who gets you, and for the agency who gets to better know a perhaps previously lesser-known-to-them-but-great contractor.

I know most former GS 14 enter as Managers/Specialist Master and GS 15 as Senior Manager/ Specialist Leader. As a Deputy Director I would expect you to enter at MD, but often Deloitte wants you to start one level lower to learn the firm and then get promoted. If you’re ok with sales, go for Senior Manager. Specialist Leaders are expected to be SMEs on proposals and on the ground work and can’t really Partner track without making a business case to switch to Senior Manager.
Your background would be valuable at any of the major federal firms in the area. Imagine you’d come in right below the P/P/D level (SM in most firms). The challenge for you is to just get connected to the right people/accounts where your experience can be best applied.
I suggest using your network to ask around then have some unofficial conversations to see where the most natural fit could be.

Is my best course of action to find a job posting, apply for it, and when (if) the recruiter contacts me, let them know I really don’t know where I would best fit in and see what they say? I’m not real sure how best to shop my skills/experience around. I have interviewed and hired dozens of people. As you might imagine, this process couldn’t be more different than the fed hiring process!

Got it. I have some VA/DOD health connections but probably finding a firm with a strong CDC account would be your best bet. I’m sure Deloitte, BAH, Guidehouse, AFS etc all have them as well as smaller firms.
How corrupt is the CDC? Serious question bc it looks bad to me from the outside. Curious of internal employee perspectives that are not spokespersons
