TLDR: I don't see an issue with either of these.
This is very common from my experience to have staff (typically legal assistants, but sometimes paralegals) assist in collecting on past due balances. If the case is still active, it is not uncommon for paralegals to try to remind clients of their balanace owed and to try to get payment. But there is a balance of it's still an active case because you risk spoiling the relationship with the client if you or the attorney are badgering them for payment. I find that it's better to have legal assistants or even front desk staff help with that as they are further removed from the case itself.
For marketing, it should not be a requirement that staff participate in various events, but it should be encouraged. Even if you're not the attorney, You're assisting the firm in getting your name out there in the hopes of attracting new clientele. At my current firm, our marketing team isn't doing us much of a service, so we as a staff have been looking into some in-person events where we can hopefully network and get our name out there. I personally think as a staff (attorneys and non-attorneys alike) we should all be invested in marketing and getting your name out there.

Im pretty sure this goes against the ethics code. Staff/non-attorneys cannot be a partner of a law firm and should never be asked to contribute money for these things or anything else business related.
