To the OP’s original question, it looks like the beachfront Dubai properties have a minimum stay requirement (for cash and points rates) over NYE. I just successfully booked the W Dubai Mina Seyahi for 100k points/night for three nights and the Habtoor Grand for two nights for 60k points/night for two nights as tests. I did see what you mentioned about some hotels showing a points rate when you search but not actually being bookable, but in all of those cases there’s no room for sale for cash under normal rates either (a couple had rooms available under a corporate rate, which is likely a revenue manager screwing up and neglecting the close out that inventory when they’ve sold out).

Sadly yes. Usually they force you to book multiple nights to actually use said points.
College football weekends might be the worst offender of this.

Hotels have 10-15 days / year that they can restrict points on peak demand nights (e.g. NYE). That said members still have access to 10% of the hotel inventory rooms that they can book with points (200 room hotel = 20 rooms). Keep on checking. If someone with a pts booking cancels for that date, you’ll be able to book

I’ve redeemed points for NYE many, many times (including in Dubai, actually). Hotels have little reason to block awards on days they’re likely to be full as they get paid close to the ADR if they’re occupancy is >95%. What you might be seeing is standard rooms are sold out

D1: You’re describing how airlines handle award inventory well, but not Marriott (yet) or Hyatt, thankfully. Marriott and Hyatt both have close to any standard room is available using points and both have largely fixed award prices for standard rooms (Hyatt now has peak rates, though they’re at most ~20% above standard rates and Marriott this year moved to partially dynamic pricing for awards though the max cost is ~25% above standard rates). Next year Marriott is moving to more dynamic pricing, sadly.
But don’t take my word for it, check the Marriott app for this coming NYE in NY. You’ll find the AC Times Square, the Autograph Collection Lexington, the Westin Grand Central, and a number of other properties for 60k points. At Hyatt, the Thompson Central Park, the Hyatt Union Square, etc are 29k points for NYE while other like the Hyatt Place Times Square are 23k points.
My past redemptions have included Sydney, NYC, Dubai, Playa del Carmen, and Punta de Mita for NYE; Rio for Carnival; the New Orleans French Quarter for Mardi Gras; and Munich for Oktoberfest.
