If your main motivation is financial, there's nothing wrong with saying that. But depending on the circumstances, you may have a more interesting answer to provide. You could say the other position is more in line with your long-term goals, for example. I wouldn't overthink it, people often want to be promoted into other roles and your manager probably isn't going to be greatly offended by that.
Because she has been working on your promotion and it has not gone through, she won’t be surprised. I see this all the time.
I agree with trying to find some other way to answer this question than simply stating you're applying because of the salary. All the usual cliches should work: you want a new challenge, the chance to learn a new skill, pivot into a different career path, etc. It's disingenuous, but I really think this gives you a better chance at getting their approval. If you tell them it's only about the money, they can brush it off using this potential raise as justification.

I wouldn’t say it’s about money. But more so it’s about growth. If it’s a higher level position, you can say it’s a great leadership role and opportunity for you and that you believe you’re qualified and ready for it.

I would be honest, but depending on how you are thinking about the move the rationale could change. I would also recommend never really badmouthing a past employer / team, so would express and reinforce my appreciation for them and they eam as we are having the convo
