Seems like the best approach would be to talk to your manager and explain the situation. Perhaps there's some legitimate reason for the other person not being around, but your manager would probably know that. Or, it's possible your manager has no idea what's happening and needs to be brought up to speed.
That’s true, I guess a lot of what we’re doing right now is assuming, there could be a good reason for it.
I really don't know that I would. I'd be tempted to ask that I be allowed to work from home more too, but I'd be worried that instead of granting the request, my manager would just ban my coworker from doing it so that everything was fair again, which would probably make them pretty upset with me. I'd hope that my manager would realize this is problematic without me having to point it out. If they didn't, I'd probably keep my mouth shut to them and complain about it to my coworkers.

You know the coworker and manager better than I, so I can’t say whose better to talk to about it. I would just say to consider that there is the possibility that something else is going on behind the scenes, and if you do talk to the manager, especially, take the coworker out of the equation. Focus on the issues you are having, more workload, or extra pressure for the rest of us in the office, etc. It’s not venting about them, but addressing a problem with a solution.
I can see how shifting the perception of the complaint could help make things a bit better than worse!
I think gently mention this to your manager and see what they say- maybe they haven’t noticed this?
Could be worth bringing up, I think sometimes they get so swamped with work they may never register!
