People will tell you that it won't matter as it can be explained away. It's a lie. It matters. You may not get dinged but it definitely counts for less than somebody who was utilized during that time
OP, who is saying you can't join the other projects, your partner? If no, then escalate to him, if yes then time for a frank discussion: "The sales cycle for this opportunity is going to negatively impact my career and chances for promotion. I think I need to find something else or some short-term filler work." They might be able to help with the latter.
Worst case is, you are making this decision on your own, in that case nobody is going to have your back. Keep in mind the project may NEVER go, then you will just have a big-ass gap in the year without a good explanation.
Find a new project. It's your career and no one else will care about it as much as you do.
Do this all the time, 10+ free vacations. Credit score 813.
Had the same situation go on for like 2 months. My utilization was terrible but was still promoted. Every group works differently but state your case to your counselor. Why they would base promotion on utilization is beyond me. PBB impact makes more sense.
You've got good suggestions. It's entirely on you to manage this and the subsequent expectations. What Partner1 above said is key: be clear in writing about this affecting your goals for the year and that you have other projects to get on. Almost always a project with a signed SoW gets priority for staffing over one that is pending (regardless of how far along in the sales cycle it is).
@D1 100%. Least favorite part about consulting.
Make sure demand notes it at the very least.
Same here. Got dinged last year as well. Again happening this year and I have very little control
At roundtables its a numbers game. They say they care abt reasons, well they dont
Utilization is the only thing that matters these days
Cannot find a new project since this project has been assigned to me due to my particular knowledge about the client. Other ppl have asked me to join their projects but I dont have option to join them.
Depends on what you're doing with the bench time. I saw people get high ratings and promoted last year based on business development work. I just had a counselee write a write paper that was awesome and is getting PPED sponsorship for publication. That can make your year, utilization goal or not.
Make sure your practice leader is aware of the situation. Sometimes this is happening without their awareness, and they will make sure you are reallocated if this is just a matter of resource hoarding. If they're aware, then you should be covered as far as end of year and promotion are concerned, but make sure they know about the situation and your concerns.

Go to My Experiences and learn if there is a short term eng to which you may align. I've found week long ADV work before. Can you help your leads on any BD work. Usually not chargeable, but good to have nonetheless. Whatever you do, DON'T STAY HOME!!! At PwC 300 Mad the Resource Mgmt team used to pull turnstile reports! They knew when ppl were in the office. At EY Exp. Mgmt has their way, too!
I was able to find a couple of short term projects here and there, but utilization is still like 25% below average. Hoping I'll be able to catchup in the next 6 months... but that would mean crazy hrs for me
