in red states, a lot of things like that are legal. Georgia's laws are designed to protect the landlord not the tenant.
They're required to make a good faith attempt to find another tenant. They do actually have incentive to rent to someone else because they can likely charge a higher rate at this point than when your sister first leased it

I believe they're required to try and find someone to take over the rent, but for the time that they cannot find a replacement she's required to pay the full rent. Also, if they have to rent at a lower rate than she was paying, she has to pay the difference for the time until her lease was set to end
She should break the lease and forgo her security deposit.

No... she should just have to give up security deposit.
This is in addition to the security deposit. This is what sounds fishy, they are making her pay for everything even if she forgoes the deposit. The worst part is that the contract is worded that way and she didn't notice. Is that even legal?
OP read the lease and then there are a million of websites that will help you with housing laws of each state. A few sites even give you free legal consultation. Housing laws in most states are pretty tenant friendly. Worst case tell them you ll find them a "suitable" tenant
As D2 already said, she can also find a tenant to take over the apartment. Post listings on Craigslist is a good start, and she can schedule showings of the apartment.
Laws are different everywhere but every lease I've ever had has had a break clause. EY2 you should talk to a blue state landlord. I know someone who had a squatter and was assaulted and still couldn't legally evict.
I had the same issue. Signed a lease in Atlanta and 2 months later my gf got a job in DC so we moved 1 month later. We either had to pay the rest of our year or find a tenant that "qualified" to take over the remainder of the lease. We had to pay the transfer lease fees. If they find the tenant then like was stated there is no incentive for them to lease your unit over other available units. But we found someone within 1 month.
