I'm new to investing :
2 questions
1 - where should I invest my Deloitte 401k in ? Is the vanguard institutional 500 index trust a good place to just put my 401k and forget about it.
2 - I recently opened a fidelity account and have savings I want to invest and want to invest a small percentage every paycheck without worrying about trading it . What's the safest place to invest in and not worry about it for the next 10 years ? VOO? QQQ?

It is OK. Fees are reasonable at .15% and it has performed reasonably well.
You might consider VFIAX their 500 index fund which has lower fees and has nearly double the average annual return.
For me the expense ratio on VTSAX (similar time VFIAX) has been too good to pass up on over the target retirement fund, but if you’re more of the set and forget mindset, the target date fund might be worth the extra expenses

I moved my IRA into a non-tarhet date fund, but currently have my 401k all in the above referenced fund. Thinking about switching it up for my contributiona going forward
I’ve been thinking about this too.. the target date fund has underperformed the S&P 500 the last few years I assume it’s due to the bond component which is inherently safer.. since I’m 10+ years from retirement I’ll probably give the market a higher % allocation
