OP... Did you get RFE on LCA? Haven't heard of it. LCA usually takes 7 days so if Deloitte files right away you can still make D. You need to get D to give you clear timelines.
Do NOT under any circumstance stay on B1 - don't pull that shit or you'll likely be banned.
Also, might be worth taking a 30 min consult with Cyrus Mehta or Sheila Murthy. This is too important to rely on advice of random strangers.
You WILL need clear dates from E and D for such a consult.
OP. You are doing all the right things.
Just listen to your attorney. Nobody in fb or groups can give you legit advise. Further, they might even confuse you.

How did EY get an RFE without receipt..that doesn't sound right
EY2 - The RFE came for EY on the tenure of visa requested. LCA is all okay for EY.
Yes i am working with D attorney and they know my timelines. Just that, they just all docs and not sure they can get the LCA done and get the filling done within next 2 weeks. I want to join Deloitte as they have offered 25K more than EY
Question - Does anyone know if I should be good to stay (not start with D until H1B is approved in premium) beyond 60 days grace period just because EY H1B has been filling even though I won’t join them?
I am also trying to consult a personal attorney. Thanks

....... EY have not yet received the Receipt. On the other side - Deloitte gather all docs last week and they will file LCA this week (Getting LCA certified takes about 10 days) and file H1B subsequently.
As per 60 days grace period - 12/May is my cut off and my current I94 is valid until 24/April 2019.
I am not sure I may have received any receipt by then at all. I want to join Deloitte but mostly by the time Deloitte files - it may be beyond 12/May. & If any approval comes - not sure if they will approve with or without I94. I don’t want to leave US in the interim and converting to B1 is not that easy. Any advise folks. Thanks a lot.
SC1 - so you are saying there should have been a receipt sent along with the RFE. I assumed they may not have received. Need to check for the receipt number with them in particular.

Receipt is a confirmation that your h1b transfer is 'filed'.
When its 'filed', you are technically okay to start working for EY.
If you reach out to EY law they might say the same as well.
Now, you received a receipt for a transfer to EY and not Deloitte.
Irrespective of your situation with EY, you cannot join Deloitte, until they received a receipt for your transfer to Deloitte. Yes, both are different receipt numbers.

OP - I assume EY filed your case under premium and hence may have received email notification. I have experienced this during my extension... my extension was approved by email (Law firm received and email) with delayed notification i-797... This was last year just before suspension of premium services
OP, if Deloitte gets receipt before May-12 you’re good.
Also 60 day rule is for employers, as they cannot file a revoke petition before that, so be in touch with PwC team & get a confirmation when are they planning to file the revoke.
I resigned D in Aug’17 & they filed the revoke last month, Big 4s are pretty lenient in filing revoke, so you’re good.
