I would explain it just as you did. You like the place but aren’t building your book because projects get postponed or cancelled. Its not lack of talent but bad luck.
That said, you sure you want to jump now? It’s not looking great out there.

100%. Trust your gut. A year isn’t a long time for a dry spell, so it could just be bad luck. Worth sticking with it. Maybe see if you can work on other accounts.
Now, if you think there’s something about the agency itself that’s causing this dry spell- like they’re headed in a bad direction, are always the underdog in a pitch or just can’t sell work- it’s worth jumping.
But don’t let comparison stress you out too much.
They don’t have to know the full situation… talk about your projects that are “in progress”. It’s your story to tell. Then pivot to how excited you are about your future.
This could be a factor of the current economic state. Things are a constant state of change and a lot of work is getting postponed or cancelled. This is happening at a lot of agencies right now.

Can confirm, projects and ideas that we sold through initially are either getting canceled or postponed right and left here too.

I’d guess the stuff you want to do at your place is on hold because of the economy. That might be true at other places- and hiring is slow now. But if you can get someone to hire you to do what you want to do, that’s all moot.
When I interview I know that you want to leave and probably why. What I want is to see if you’re a prima donna or unrealistic. Am I going to have to baby you through the unglamorous things that inevitably need to be done?
I’d advise you to find a way to say you’re looking for a new challenge/excited to do the kind of work like (name a specific thing I did) that doesn’t make you it like you’re unrealistic about real life.
Everyone knows you aren’t being forced to interview/are looking. A frustrated answer to the why are you looking to leave question can only go wrong. So play the game.
Weird analogy but it’s like weed in sports in a way. They just want you to be in control enough not to get caught by the testing.

but seriously I was in the exact same boat as you. I was kinda sold one thing then was there almost a year and got like, 1 eh project from it. THEN got laid off. So hang tight over the holidays then bounce. I don’t think it’s a bad thing to explain to new places that it just wasn’t the right fit. In the grand scheme of your career, 1 year is nothing
