For an over the top high tea, go to the Palm Court. Was there in November and it was truly an elegant experience. Also, if you are interested in high end Chinese I highly recommend Tattu. It was also outstanding and has great views. Have a great time! Let us know where you end up going.
Are you traveling alone? If you are looking elegant hotels I would recommend Claridge's. The hotel offers a very posh dining and afternoon tea and a spa.
Are you going are you going to London this week, during the week between Christmas and NYE, or after new year's?

One other thought, I stayed at the W on the edge of Chinatown. Good location but the hotel is as not as high end as I expired to be.

For afternoon tea, stay away from the Shangri-La. Good view of the River Thames but food sucks.
If you’re looking for a public transportation on the river and not a fine dining dinner cruise type, you can try Uber Boat. They offer pretty good routes and you can hop on and off easily.
Make sure to do the bar at Claridge's! Also Chiltern Firehouse if you're looking for a truly bougie experience. Also loving going to the Rumpus Room at the Mondrian in St. Paul's!
If you're visiting together with a loved one, go to The Shard. You can admire the striking building from afar and take plenty of pictures before going to London’s highest viewing platform to soak up the spectacular panoramic views. On a clear day, you can see for as far as 65 kilometres.
Westminster Abbey! It is a great place to see in London if you love architecture. It’s one of the UK’s most popular tourist destinations and definitely a must-visit in London. Since it is that popular, it’s smart to get your entry tickets beforehand if you want to explore the insides as well.
The London Eye! It is arguably one of the most romantic places to visit in London! Rides are available during the day and when it’s dark, letting you enjoy different views of the city. Illuminated at nighttime, the London Eye is usually used for spectacular firework displays on New Year’s Eve.
