Got a notification from Honeywell that my application is “under consideration”. Does this mean that it is actually under consideration, as in it didn’t get kicked out by ATS? Or is it just an acknowledgment that it was successfully submitted? It took about 3 business days to get the notification.

I think that so that you don't keep waiting, you should contact the hiring manager directly, more than a month is a long waiting time, and more so for a company like Target that is always hiring staff. When communicating with the hiring manager, you can be totally honest and tell them that you have been waiting for a response from their company and that you would be excited to work for them, but in case there is no possibility, you would like to know to look for new options.
Hello, I think they did not take you into account for the recruitment round they did after 1 month, I think there is no possibility, but if you have not received an email saying that your process came to an end without hiring, I may have you present for Another round of hiring. You can still talk to the hiring manager, and be cordial and punctual. Luck.
Have you tried talking to the person I recommended to you first? I think that would be the first step. If the person I referred to you doesn't answer, try calling the hiring manager directly.
I wrote the hiring manager last week and haven’t heard back. The portal still says “in progress,” and the hiring manager did peep my LinkedIn profile… so maybe there’s a chance. (I’m currently on hiring committees at my employer and we haven’t moved on some postings that have applicants back as far as mid-August. Not that I recommend that or think it’s normal, just that it happens so maybe a few weeks still gives me a shot.)
