The firm is way more on top of this then you expect. You're going to get the wage for you home address. Unless you're willing to lie and risk it, you're going to get what you home col gets. You'll keep your current HCOL pay until the next promo then just a 0% raise. Known a number that moved from the coasts to Houston and got 0% raise to manager

That’s interesting. KPMG only does that if you actually transfer offices.
Officially when COVID is over, we’ll be expected to be commuting distance from the office, so they haven’t lowered pay for people who have moved states during COVID, even during raise/promo cycles.

It will absolutely look different because a cultural shift around remote workers has already happened.
It’s been discussed ad nauseam here, but I would add that having the unusual experience of having gone from a tech business to a tax practice, a large portion of the business world was relatively un-phased by the changes around wfh in the last year while many other portions were dragged kicking and screaming to catch up.
Said this below, but worth repeating- many people will return to the office 100%, but expect this to be a lot of junior staff and certain functions that require physical access to things like IT assets. I think we will see much more flexibility towards a hybrid for others as it helps the firm with their talent pool to do so.
It’s going to be hard to game the system in the way you’re suggesting unless you’re at a higher level.
Fully expect that a return to working in the office a greater percentage of the time is coming with an inverse relationship to what level you are. There will be more flexibility offered the more experienced you are. There will still be some nuance person to person because, for example, some managers might have a greater responsibility for overseeing new staff in person than others.
Also expect there may be more openness to hiring people in an SME capacity (think an experienced MD) without imposing a requirement they live in a specific metro area or come to the office there except on rare occasions. Also expect this might extend to AC or IFS type roles.
