Is there any reason to believe they don't already know? Call me idealistic but if you're in HR, your role should be to know what market rate is dictating. Any chance they know and are just trying to get away with paying below competition for as long as possible? Another option: maybe they just can't afford to pay more because it would put their profits at risk and upset shareholders. Honestly spit balling possibilities, I may very well be wrong.

Why aren't they saying anything? HR should already know that they're below market when it comes to salary though
I think it's a sign that there isn't much comradery in the company. I always encourage people to openly discuss their salaries to get everything in the opening, and there is an option for collective bargaining.
HR should know. Or rather they claim to know market salary bands for specific roles. Obviously it varies greatly from agency to agency but I also feel like agencies prioritize new talent versus increasing pay on current employees. That’s always the fight and always why agency hopping is the best way to increase your salary
I would mention it as leverage for a potential raise, if I received an offer elsewhere. But it sounds like everyone wants to leave your company anyway?
Honestly, I would. They deserve to know. They can't fix a problem if they don't know it exists.
