So I asked my boss if I could be put forward the Logistics Manager position and he said that it would happen when we are entering into the new season for the next fiscal year and hiring again. We are hiring again and then I brought it up to him and he said that I suddenly had all these performance issues I needed to correct before we could consider it. But I never heard about them before and a lot of them seem very silly. I'm getting strung along, aren't I?

You are. It may not be malicious though. Likely you asked. After some time it was forgotten. Then when they were getting ready to hire again they made a decision on someone and forgot about you. They would never say that though so they are making performance excuses. I would continue to press for a promotion, address and document you’ve worked on the issues. But all the while passively look for another job opportunity. The right come will come along whether it’s with your current company or somewhere else.
