I’ve worked at a place that mandated all meeting be between 9 - 3. That way work can be done before and after.

What's your typical workday hours? If it's 8-5, then a 4:30 meeting on Friday is perfectly ok. Likely, the engagement won't be great and there will be some people missing due to leaving work early on Friday, but that can happen at 8am meetings as well.
7-3 :)
Yes this has happened a few times but with people at much higher positions than me and this is the only time they had generally and so usually going into this meeting it is brief and very concise as the individual who scheduled it also wants to get to their weekend too.
