Used to be a SDE and then a PM at Microsoft. Was in the HiPo program for both. It is generally reserved for Senior and above, rare exceptions do exist. Also the program has changed quite a bit over the years. It was called Bench in 2016 ( My last year at MSFT). Generally sustained top performance and leadership over the course of 2- cycles and sponsorship from a partner.
Not sure about Microsoft, but generally, Hipo stands for High Potential. Leaders bucket employees in different categories based on their potential. Hipos are generally top performers, are looking for additional challenges, etc. The company then puts more resources into retaining and growing them. I’ve seen some companies offer executive sponsorship of those individuals (get to have an exec as your mentor), put Hipos in trainings of their choosing, fast track them to promotions, etc. You definitely don’t want to be on the other end of the spectrum where the company has written you off as having no potential and they try to manage you out.
