Suppose an EY Canada HR verbally suggests a salary, would that be entirely a base salary or would it be base+sing on bonus?

5 year salary progression in Salesforce ecosystem, MCOL city.
2016 - $45,000 (non profit)
2017 - $65,000 (in house admin)
2018 - $80,000 (consultant)
2019 - $98,000 (Sr. Consultant)
2020 - $130,000 + 15% bonus (Sr. Consultant)
2021 -$175,000 + 12% bonus (delivery manager)

Deloitte India vs Deloitte USI.
Please answer if you have worked for both and have significant first hand experience about the difference in WLB, annual hikes, work culture, any other observations.
