Probably the VA refund will more or less offset the DC tax.
My example - worked in NJ (internship) as a CT resident. Income with-holding all goes to NJ. I file taxes as CT resident. CT has received nothing and wants $. NJ knows I’m not resident and gives refund. That refund goes to CT (plus or minus some money)
Sounds about right — I got almost twice the amount of $ DC requested from my VA refund.
You are responsible for updating /ensuring your w2 is correct. Some companies do it automatically when you note a move, some wait for you to do it
Your employer doesn't know if you have two houses. What you consider primary residency, etc. Too many factors for them to dictate your state residency
Ultimately you are responsible for taxes being withheld appropriately for your place of residence.
