Three steps.
1. Understand their agenda. Why did the company appoint them? What do they see as their mandate. Actually listen to them on this one. Nobody is the villain in their own story.
2. Offer to help with teaching the craft. If this person is motivated by efficiency, delegation and load sharing should appeal to them.
3. Quietly start exploring your options. If this person doesn't know the craft, or what it takes to make great work, you don't want them controlling the next chapter of your career.

You can’t you gotta move on or wait till they’re found out
Probably safer not to do anything. But you can also offer to create a strategy 101 deck. Or point juniors to some resources. Doesn’t seem very efficient if people don’t know how to do their job.
