Call it out. If he wants to coast, he can do it somewhere else. Dead weight kills a shift faster than bad guests.
It sounds like you should be calling out management for keeping you running understaffed so consistently. Sure, he could be doing more to be a team player, but no one should be expected to pick up extra shifts.
Maybe bring it up to your manager? I feel like having a fellow employee call it out won't do anything but make him resentful since you've got no power to enforce things. Hearing it from a manager might without making him angry at you.
