I highly recommend negotiating at hire (unless you know you are already being offered the top 10% of the range, and you feel this is appropriate). Once you're offered the job, you're free to negotiate salary, benefits, PTO, etc. What's the worst they can say? No. So what? If you approve of their offer, you can still just say yes. Or counter with additional PTO, etc.... Companies almost always provide performance raises as % of your current salary, so the lower you start, the more ground you need to cover..
