Having lived in Tanzania I was well aware of the law and definitely lived in the closet while I was there but some of these I wonder if the threat is as bad for tourists as it is for the locals.
I think the list looks at official legislation and not at what the authorities apply. In places like Iran and Saudi they mean what they say. Barbados, Maldives etc probably prefer to ignore and collect the pink dollars.
Frankly I would be more worried about homophobic (non-state) violence in most of the worst places on this list.
I agree that simply looking at legislation doesn’t reveal the level of on-the-ground risk travelers and citizens are facing. However, I appreciate these lists because I don’t like to spend money going to countries where LGBTQ lifestyles are criminalized.
This shouldn’t come as a surprise to anyone that predominantly Muslim countries top the list. I know the left loves to defend Islam, but go to any of those countries and be openly gay and you may not make it out alive (and that’s bc it is legal to kill you there)
What does it matter if it was called an Islamic attack or not? Who cares? Secondly, what about Muslims who aren’t part of ISIS who don’t agree with the attacker—why would the attack have to be inherently Islamic?
Similarly, is “the left” defending Christianity by not calling the New Zealand mosque attack a “Christian Terrorist Attack”?
You seem to equate the lack of attack/aggression against Islam as a “defense,” and they ain’t the same thing. I think “the left” is trying to be fair to everyone in the example described.
I am not a fan of these countries either and I think many of the residents of these places are frankly insane (after doing a year abroad back in college with a whole bunch of Arab fellow students).
But still don’t agree the refusal to attack someone’s religion amounts to a “defense” of its objectionable views or adherents. Christians from Nigeria have virulent anti-gay beliefs. “The right” often indicate these people are being vilified for their “traditional values.” I guess we need to stop large numbers of conservative Christians from entering Western Society too.
Look, this a slippery slope my friend and you can’t have it both ways.

Good list. Recently went to Morocco and they were very homophobic. Had a guy on the streets come and slander me. Tour guides “joked” about it in front of me.
